(“Tsuneishi Solutions Tokyo Bay”; Head Office: Minato-ku, Tokyo; CEO: Kenichi Shibata; former company name: Mitsui E&S Shipbuilding Corporation) have signed a collaboration agreement to study the commercialization of offshore rocket recovery and launch vessels in July 2025.

Alliance Accelerates Realization of Offshore Rocket Recovery Vessel and Offshore Launch Vehicle
ISC aims to provide space transportation services using the reusable launch vehicle “ASCA 1,” and if we can establish launch and recovery technology from offshore, we will be able to realize high frequency space transportation. The ISC is already providing offshore launch and recovery services using ships and other vessels overseas. From the perspective of international competitiveness, it is necessary to establish the technology and commercialize it as soon as possible to take full advantage of the geographical potential of the Japanese archipelago.
ISC, together with Mitsui O.S.K. Lines (MOL) and Tsuneishi Solutions Tokyo Bay, has been conducting basic studies on the possibility of using ships for offshore launch and recovery from both technical and business aspects, and has now agreed to proceed with the development of a demonstration ship for offshore rocket recovery.
We will conduct each experiment during FY2026 and proceed with discussions with the aim of commercial use around 2030.

Outline of Cooperative Agreement
ISC, MOL, and Tsuneishi Solutions Tokyo Bay will proceed with the following studies.
(1) Development of an offshore recovery ship for rockets
Refine design requirements for an offshore recovery ship for rockets, and proceed with application study and demonstration to ASCA 1.
(2) Study on the commercialization of offshore launch vehicles for rockets
Examine the design requirements for offshore launch vehicles for rockets, study their technical and economic feasibility, and proceed with the study and demonstration of their application to ASCA 1.
