Innovative Space Carrier Inc. and SPACE COTAN Corporation (Head Office: Taiki-machi, Hiroo-gun, Hokkaido; President and CEO: Yoshinori Odagiri) have signed a Memorandum of Understanding (MOU) for the development and use of the launch site at the Hokkaido Spaceport (hereinafter “HOSPO”) We are pleased to inform you of the following.

Founded in May 2022, ISC has set challenging goals to realize reusable space transportation for satellite launches by the late 2020s and an internationally competitive human space transportation system by 2040. To realize these goals, ISC is collaborating with domestic and international partners, adopting an agile development approach, and accelerating launch vehicle development. The first flight test of the ASCA 1 series is planned for this year in the U.S. At the same time, ISC has decided to start launch site validation in Japan in preparation for future launch tests in Japan.
A commercial spaceport open to the private sector, HOSPO is located in Taiki Town, Hokkaido, and combines many advantages as a rocket launch pad. Geographically, HOSPO is open to the east and south by the sea, allowing for a wide range of launch orbit inclination angles and access to a variety of orbits. There is relatively little interference with ocean routes and air routes, making it easy to ensure safety and adjust schedules during launches, and the weather is stable. The site is also accessible from Tokyo in about 2.5 hours, and the environment for staying in the vicinity is also well developed.
ISC has experience in conducting a Japanese-originated “tripropellant method” combustion test on the HOSPO runway in December 2023.
REFERENCE: SUCCEEDED IN THE FIRST “TRIPROPELLANT METHOD” COMBUSTION TEST IN JAPAN. IN ADDITION, THE EFFECTIVENESS OF THE “P4SD” RESEARCH AND DEVELOPMENT PLATFORM WAS CONFIRMED.

Outline of the Memorandum of Understanding (MOU) and the missions covered
ISC has agreed with SPACE COTAN to proceed with the provision of technical information and feasibility checks for the planning of launch site operations for the following target missions.
Mission Title: ASCA 1.2 Test Flight No. 1
Mission Summary: Launch, orbit insertion, and recovery of the first stage of the ASCA 1.2 Test Flight No. 1, a launch vehicle designed to launch a 100 kg class small artificial satellite.

I am very pleased that we have reached an agreement to conduct specific studies toward the realization of a rocket launch at HOSPO. I have visited the Tokachi area many times not only to conduct combustion tests but also to give lectures.
